This Second National Communication to the United NationsFramework Convention on Climate Change describes initia-tives and government programs that are helping to reducegreenhouse gas emissions in a consistent manner. As a re-sult of some of these programs and initiatives, Brazil hasa comparatively “clean” energy mix, with low greenhousegas emission levels per energy unit produced or consumed.Other initiatives, such as the fight against deforestation, aswell as the case for biofuels and energy efficiency, also helpto achieve development goals, with a sharp deviation in thetrend of greenhouse gas emissions curve in Brazil.
